You could have just as well included Customs and Border Protection with their eAPIS program requiring US Citizens to obtain permission before leaving the country.

The bottom line is these programs are being implemented to advance careers of ignorant bureaucrats. As long as no one in congress takes the time to read this stuff these laws will continue to be jammed down while their creators are promoted. These agencies are doing terrible damage to our country.

I wholeheartedly concur with your comments on this NPRM. It is yet another example of rampant regulation without any true oversight.

I’m not a pilot, nor any aviation background, but I am a student of Homeland Security issues and continue to be frustrated by the infringements upon the Constitution (as amended) America has accepted post 9/11. Most of which add little to our security in real terms. This NPRM is clearly another example.

Mr. President, is there a Constitutional lawyer in the House?
